Text: Constitutional Rules (CR) are Rules stating they're Constitutional and created either by a two-thirds supermajority vote or by another CR.
CRs' effects cannot be removed or altered (including by definition of terms) except by three identical CRs, with at least three full Moves between each CR's enactment.
All CRs precede all other Rules, and earlier-created CRs precede later-created CRs.
