Text: Each Proposal, on being selected to be voted on, is given a number. If it's the first Game's first Proposal, it has the integer one higher than smallest multiple of 100 larger than the highest number possessed by a Rule. Each subsequently selected Proposal has the integer one higher than the previous selected Proposal's. If accepted, the new Rule (if any) has the number of the Proposal.
