Text: If a Proposal was submitted less than three hours ago, it is not available for selection.

If it was submitted more than three but fewer than 24 hours ago, it is available only if explicitly made so by its proposer.

If it was submitted more than 24 hours ago, it is available unless it is explicitly withheld by its proposer.

Players may suggest changes to Proposals that have not yet been selected.

If a Proposal has any Suggestions on it that have not been addressed by its proposer (whether by changing the Proposal or by rejecting the Suggestion), it cannot be selected.
