Text: Each Cell's Capacity is initially 3. Each Thing on the Board has a Size, which are initially these:

Rule: 3

Dalek: 2

Wild Horse: 2

Mounted Horse: 1

Pot: 0

Player: 2; or, if they're on Rules they proposed during current Game: 0.

A Cell whose Things' total Size exceeds its Capacity is overfilled. Any movement into or through a Cell that would be a legal option if that Cell were empty or unoccupied is also a legal option, and included in random selections, if it wouldn't overfill any Cell(s). Any movement that would overfill any Cell(s) is illegal.
