Text: At the end of a Referendum, if at least two Players have legally voted for a Proposal, then the second-to-last Player to cast a legal vote for the Proposal is the Jammy Yorick and receives 5 Oranges. If at least two Players have legally voted against a Proposal, then the second-to-last Player to cast a legal vote against the Proposal is the Evil Genius and receives 10 Oranges.
