Title: The Troll Under the Bridge 

Text:The Chair of a Skyway is initially the Player that initiated it. This role may be passed to another Player with the consent of both parties (expressed within the same Move).

A Skyway initially has a toll of 0 Oranges. The Chair of a Skyway may announce an increase in its toll, which comes into effect when 5 full Moves have passed since the announcement. They may decrease its toll with immediate effect.

Using a Skyway costs whatever its toll is per movement between termini, and is paid to its Chair.
